Gender Analysis of Security Challenges in Kyiv: identification of resources and opportunities for prevention and timely response to such challenges

Monitoring gender sensitivity of municipal services under martial law
Within the framework of the Monitoring the following was performed:
– the extent to which municipal services during martial law meet the needs of Kyiv women and men was identified;
– Monitoring helped to identify areas of the city’s life with gender gaps in availability and accessibility, quality, and adaptability of services in the capital;
– the degree of sensitivity, acceptance and tolerance to the needs, interests and actualized requests of Kyiv women and men for social services was identified;
– the need to introduce additional gender characteristics of municipal services, given the challenges and dangers of martial law period as a result of Russian military aggression.
“Scientific and Methodological Support for the Implementation of the Concept of Centers for Social Services in the ‘Transparent Office’ Format in Kyiv, in view of the existing experience, peculiarities of Kyiv as the capital city and sociological research results”
As a result of a comprehensive study of international and domestic experience of Centers for Social Services in the ‘Transparent Office’ Format (One Stop Shop), including a pilot project of such services at the Center for Social Services of Sviatoshynskyi District of Kyiv, their positive impact on improving the quality of life of vulnerable population and their differences from administrative services proper were identified.
The Concept of the Center for Providing Administrative Services of a social nature in the format of ‘Transparent Office’, together with the regulatory and methodological framework for the implementation of the Concept in the districts of Kyiv were developed.
Developing and implementing a system of continuous professional development, including distance learning
The purpose of the study is to theoretically substantiate and scientifically develop new approaches to creating conditions for systematic continuous professional development, including distance learning, of the staff of municipal enterprises, institutions and organizations in Kyiv.
The study identified the importance of developing human potential of the municipal sector of the city’s economy and its direct impact on improving the life of the capital and the comfortable living of its residents.
Based on the generalization of the best practices of the European experience, the study identified the main components of the city authorities’ activities to introduce a system of continuous professional development, including distance learning, in the municipal sector of the Kyiv economy, which are set out in the developed action plan. The Department of Social Policy recommended that the structural units of the City Council and district state administrations in Kyiv ensure the implementation of the document developed by the Institute in subordinate municipal enterprises.
