Improvement of methodological approaches and methodological support for determining the cost and payment to professional (vocational), professional pre-higher and higher education institutions for training of specialists, scientific, academic staff and working personnel, advanced training and retraining cources at the expense of the Kyiv city budget

Within the framework of this initiative the Institute annually calculates the cost of training services in accordance with the developed Methodology for Determining the Cost of Training of specialists, academic staff and working personnel, advanced training and retraining cources for higher, professional pre-higher, professional (vocational) education institutions at the expense of the Kyiv City budget on the terms of a regional order.

While working on the development of the Methodology, a study  on the peculiarities of the formation of Kyiv city budget expenditures for training by municipal institutions of professional (vocational), professional pre-higher and higher education was carried out, taking into account the minimum economically justified costs for their training according to the educational qualification level, academic degree, field of knowledge, specialty, profession and form of education.

Since 2020, based on the results of calculating the cost of training conducted using the Methodology developed by The Municipal Research Institution “City Development Institute”, the executive body of the Kyiv City Council (Kyiv City State Administration) annually approves the Decree “On Approval of the Regional Order for Training of Specialists, Scientific, Academic and Workering Personnel, Advanced Training and Retraining Cources at the Expense of the Kyiv City Budget for the Relevant Year” in accordance with the established procedure. (No. 1148 of May 25, 2021, No. 563 of June 30, 2022, and No. 409 of June 30, 2023).

The implementation of the Methodology contributes to improving the efficiency of city budget planning and its funds usage in the field of training by higher, professional pre-higher and professional (vocational) education institutions of Kyiv.
