The methodology for determining the cost of training a qualified worker, specialist (including scientific and academic staff), Postgraduate student, and Doctoral Candidate is designed to provide a systematic approach to calculation and allocation of the budgetary expenses for the preparation of various professionals in higher education institutions, vocational and technical schools, and professional training institutions in Kyiv.
The implementation of this methodology is aimed at enhancing the efficiency of budget planning and utilization for workforce training in Kyiv, ensuring that the city’s educational institutions meet the demands of the local economy.
Scientific and research, design and research works
Improvement of methodological approaches and methodological support for determining the cost and payment to institutions of professional (vocational-technical), specialized pre-high, and high education for the provision of services in training specialists, scientific, academic, and working personnel, as well as for qualification enhancement and retraining of personnel, funded by the budget of the city of Kyiv.
Within the specified work, the institute annually calculates the cost of services for training qualified personnel using the developed methodology for determining the cost of services for the training of specialists, academic and teaching staff, and workers. This includes the cost for qualification enhancement and retraining of personnel in institutions of pre-high, specialized high, and vocational (vocational-technical) education, funded by the budget of the city of Kyiv on the terms of regional order.
As part of the development of the methodology, the study is focused on the peculiarities of forming the expenditures of the budget of Kyiv for the training of personnel by communal institutions of vocational (vocational-technical), specialized pre-higher, and high education. This takes into account the minimum economically justified costs for their training based on the educational qualification level, academic degree, field of knowledge, specialty, profession, and form of education.
Starting from 2020, based on the results of calculation of the cost of personnel training using the developed methodology by the Municipal Research Institution «City Development Institute», the executive body of the Kyiv city government (Kyiv City State Administration) annually approves the order “On the Approval of the Regional Order for the Training of Specialists, Scientific, Academic, and Working Personnel, Qualification Enhancement and Retraining of Personnel Funded by the Budget of Kyiv for the Respective Year” (No. 1148 dated 25.05.2021, No. 563 dated 30.06.2022, and No. 409 dated 30.06.2023).
The implementation of the methodology contributes to improving the efficiency of planning and using the budget funds of the city of Kyiv in the field of personnel training by institutions of high, specialized pre-high, and vocational (vocational-technical) education.
Scientific substantiation of the development of the network of general educational institutions in the context of existing challenges and reforms.
As a result of the research, the Institute has developed methodological approaches to determine the capacity and forecast the actual enrollment of general education institutions in Kyiv, taking into account internal and external factors. These factors include the year of construction of the educational institution, its specialization, residential construction, birth rate, migration processes, and others.
The use of the proposed and tested methodologies in Kyiv for calculating the capacity and forecasting the actual enrollment of general education institutions will contribute to the modernization of the city’s school network with optimal utilization of the existing infrastructure.
